This fragmentation of information and functionality has a major impact on the usability (and usefulness) of the intranet.

There is often a division between content and systems

Addressing these issues can have a significant effect on the usage and value of the intranet, by making the intranet more user-focused (rather than publisher focused).

This is the basis for the "all together" rule, which states that information (and tools) should be brought together, to help staff find required information, and to complete common business tasks.
